Soldier, sailor, tinkerman, Ralph Irwin Jenkins has died in Charlottetown at the age of 85. A Canadian Navy veteran of the Second World War and a career officer in the Canadian Forces, a keen athlete, “Jinx” became a popular professional boxer (50 bouts) in the Maritime Provinces when the sport was in its heyday during the 1940’s. Irwin became the first lifeguard at Brackley Beach in 1947. Following graduation from Acadia University in 1950, he was commissioned to the Royal Canadian Dragoons, serving in several posts in Canada, Europe and Africa. Posted to the Island in 1969, he was later seconded to the PEI provincial government to become the Executive Director of the 1973 Centennial celebrations that marked the Island’s 100 years in Canadian Confederation. The highly successful year-long program consisted of several hundred events, ranging from the Royal visit to national sports events and community celebrations; eight major heritage capital projects and many similar smaller projects. A familiar figure in the symbolic top hat at most events, Irwin became known as the “Smiling Father”.

An honorary staff member to three Lieutenant Governors, Lieutenant-Colonel Jenkins arranged VIP visits to the Island, ranging from Queen Elizabeth II, to Prime Minister Trudeau who was at the peak of his popularity. Irwin later directed the conversion of the PEI Motor Vehicle Branch into the Highway Safety Division. After retirement, Irwin and his family operated the Brackley Beach drive-in theatre, a bookstore and several rental units. A Rotarian and Legionnaire, he served on various voluntary service committees throughout his active life. Ralph Irwin Jenkins, you will be greatly missed.
